Yes they are. Zincolns with this condition are not considered to be errors and are accepted as normal mint products.

In 1982 and 1983 plating issues were pretty common. Basically ubiquitous.

In 1984 the mint had the vendor add a tiny bit of copper to the zinc core so the plating adhered better (I've read this, but never been able to find a REPUTABLE citation).

Thus plating issues are (a little) less common for 1984ff.
