That isn't a die chip , your coin took a hit after leaving the mint.

Even if it was a die chip as you believed, die chips are not errors.
"Dipping" is not considered cleaning...

I think die chips are same as die clashes and die crack, it's also mentioned as type of die error and variety.

The observe and reserve variety condition are correspondence. In my opinion it's really a die chip error.

I think "Rim Burr Error" was a proper variety definition to that 1931 cent
