Denomination is 1 chiao or 10 cents. Dated year 27 of the Republic of China, equivalent to 1938. First two characters (reading right to left) in the inscription at the top of the face side identify it as coming from the city of Yantai.

I hate to say it but this is a modern fantasy note in the style of a Republican era issue. The building depicted is the current Yellow Crane Tower in Wuhan, completed in 1985.
