As long as there are no legal ramifications to selling counterfeits, the practice will continue and indeed proliferate.

Aren't the tabs that hold the coins in the holder wrong on these fakes?
I think I see 4 tabs and a real PCGS slab only has 3.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.

You are correct as the holder and coin are both fake. This counterfeit holder has an easy tell on the label. PCGS only used the word Morgan on the label in 1921 to distinguish between the Peace dollar and Morgan dollar as all other dates do not have the word Morgan on the PCGS label.
