Someone can speak up if they disagree, but I'd say a coin can definitely be both a circulating coin and a commemorative.

For example, when I first saw this thread, I thought of posting the 2009 Lincoln cents with the four different reverses, as well as a 1967 Canadian penny with the special "100th anniversary" design. But then I realized: "Wait a minute! Those are commemoratives!"

Thanks for the lovely coins posted, everyone!

When I started this thread I intended it to be exclusively for non-commemorative coins that were issued for just one year. Examples would be the 1883 Liberty Head Nickel without 'Cents' (design changed as it could be gilded and passed off for a $5 piece) and the 1964-D 90% silver Kennedy half-dollar (silver content reduced in subsequent years and mintmark moved to obverse). I would not include coins such as a 1976 Bicentennlal Quarter or any of the State or National Park quarters - even though these were issued in large numbers for circulation, they are by their nature commemorative. I would also not count those bullion coins such as the Britannia that frequently have 'one-off' designs for just one year.

I'm posting a British 'one year only' coin here - an 1821 shilling:

Although King George IV reigned for only 10 years, there were no fewer than three different types of shilling issued during his reign. This variety, with a reverse similar to the half-crown, was issued only in 1821. The following year it was replaced by a shield within a garter and three years later by a lion on a crown, with the obverse changed to a bareheaded portrait at the same time.
Perhaps someone should start a thread for Commemorative coins issued for more than one year?
