I found out that NGC recommends resubmitting pennies, as well as all copper and copper-clad coins, every ten years for re-grading because copper changes over time. Do other TPGs provide this service? Should I even bother with a penny that was graded by NGC over ten years ago but has not been resubmitted?

Do you think that the grade will improve? Or will you pay to have it downgraded from RD to RB? Never forget that TPGs are in business solely to make money.

Such a recommendation IMO is intended only to transfer additional money from your wallet to their account.
There is no legitimate numismatic reason to resubmit unless you are 100% confident the coins would receive a higher grade worthy of the additional fees.

My only NGC graded cent has been cracked and moved to an appropriate Dansco hole.

I have never heard this and it sounds like a misinterpreted internet rumor to me. They don't guarantee that a RD designation is still red after 10 years. If their guarantee is important to someone, then I suppose they should resubmit it. I can't think of a reason why you would want to though.

I can't think of a reason why you would want to though. It's more than that. Coins slabbed by NGC are guaranteed for two things: authenticity, and grade. This disclaimer voids the entire "grade portion" of that guarantee after 10 years. That means if you have an NGC-graded copper coin that's graded MS64 RD, after 10 years, they cannot guarantee that grade at all - neither the "RD", nor the "MS64". The "authenticity portion" of their guarantee never expires. The expiration date of the grade guarantee is given when you check the certification number of a coin to which this applies.

It's a bit nebulous to me. Below they specifically say that the numerical grade includes designations like RD. By saying "grade portion" it seems like they're clarifying that the 10 year period doesn't apply to their authentic guarantee. If an MS64RD is no longer RD after 10 years, whatever caused that might not keep it at 64 either. At least that's how I read it. Quote: Designations. The following designations, including any combination thereof, are considered to be part of the assigned numeric grade for the purposes of this Guarantee: Plus (), Cameo, Ultra Cameo, PL, DPL, BN, RB, RD, 5FS, 6FS, FB, FBL, FH, FT, Matte and Satin. There's a forum post on NGC that says a reholder will get another 10 years if the coin is approved for the reholder, which could be another source of the OPs idea.
