Any ideas what is going on here with the S's in STATES and CENTS, and the A in AMERICA?

That is a really cool example, so many letters are impacted. It looks like a very late stage die pair, lots of die cracks. I believe the missing parts of the letters arise from die polishing which can raise the field and eliminate some of the shallower parts of the letters. Similar to what cause some of the Buffalo nickels to loose their 3rd feather or other features like legs. Great to see and thanks for sharing those images.

An over polished die issue could be the cause here.

Known hub issue with the Shield nickels. The progression of this hub is well documented for the 1868 nickels in the CPG, though I'm not sure if it's typical for this hub to have been used for 1870 reverses.

Nice looking Shield. I don't know much about them except what was shared with me on my 1868 shield, and using the CCF search box and internet. Here is my post in which the shield has partial lettering also, very similar to yours. Your D in UNITED is also partial. Must have been struck by the same die on mine as well, Top of the S ,top of the R ,last A of AMERICA and top of the D

This is the one from the PCGS site: MS 66+. I've also seen several others with the same partial lettering.

looks lie an over polished die to me as well.

Remember the mint had a really hard time striking these. The die kept cracking and many where poorly struck as nickel is very hard. The die's also wore out fast, hence many reasons that the S can be partial.

That's because 1868 used a different hub than 1870. The reason that the progression can be documented for 1868 is that 1868 used a single master hub. Letters on that single hub broke in a predictable order. For 1870, mint used several working hubs. They exhibit the same tendency to break letters, but not in a predictable sequence since multiple dies broke in different order.
