Yes, until the new owner enters the cert number into his/her registry set. At that time PCGS will notify the past owner to remove the coin. If the past owner takes no action in a given time frame to remove, PCGS will remove the coin from the registry set and the new owner can enter the cert number into his/her registry set.

Returning to this thread for an update. I've been digging through an avalanche of work since mid-December with little relief! I finally have a weekend off and plan to get this coin under the stereoscope for a more thorough evaluation. Needless to say, the window of return has passed so it belongs to me for better or worse. I received a reply today (finally) from PCGS giving me contact info for the registry set administrator - will be reaching out to them about that question as well.
