Possibly a small chip. I think I see a little scratch near it, maybe? Could be from a hit? Not sure. See what others think.

Looks like a small chip. Things like this are endless on today's mass-produced coins and usually not of any value.

Dearborn, that is a different quarter. If you look at the tower in the link you posted, the chip is not located on the ledge. The other quarter has two chips on the tower.
