Yes, they use the value you assign to determine the amount of insurance for the return shipping, and also to determine the service level (e.g. regular vs economy). You can use your best guess based on your estimated grade. Your stated value doesn't affect their grading determination, and if it grades higher than you expect and pushes the coin into a higher service level, they may adjust the fee.

Well, they're off. Curious to see what the turn around time will be, but I'm in no particular hurry.
