I marked up my closeup to try and explain. The red arrows are pointing at the rim to rim break, which could be the line of a full on Cud. If it were not retained, all of the area southeast of the line I pointed out would look like the area I circled. Hope that helps.

Something (almost) similar looking to this elongate Cud?

Yes, it is raised. You have to remember that we are dealing with a "die" issue not a coin issue. On the die, the area I have circled is a void, a piece of the die is missing, when the coin is struck, you get the reverse effect and it is raised. This being said, the extra metal has to come from somewhere and is obvious on this coin. Look at the reverse pic, you can see the weak strike at AMERICA and surrounding area, that's where the metal was taken from in order to fill this void.

I often find that posted pictures trick my eyes and sometimes I can see things raised that are incuse and vise versa. It's different when you have them in hand.
