To me, no, but I seem to be wrong on these most of the time.

This would not normally FS at PCGS or NGC due to the weakness above C, but it's borderline, and you might get lucky.

I would grade that as 5FS but not 6FS.

Full steps on early Jefferson nickels is relatively common, at least for uncirculated coins. Your coin looks to be a 1939 Reverse of 1940, so the dies were still really fresh for those strikes.

@brandmeister -- I don't necessarily disagree, but PCGS seems to be schizophrenic when it comes to FS grades. I've got some coins that have 5+ full steps that came back without, and others that I thought would come back without FS that came back with.

I'd call it a 5 steps on this one and not on the 1964 you questioned. As far as getting it graded, should you choose, NGC as they are 99% accurate in designation assignment. I would also consider ANACS over PCGS. Because I'd agree with what other collectors have been noticing as of late, that PCGS has dropped the ball. A coin grader change or critera adjustment?

The third pillar from the left has a merge at the 3rd step so this is a 2ST nickel.
