It is a real form of doubling, but it's not a doubled die, it's the result of Master Die Doubling, there was a handful of us on this forum a few years ago that was searching rolls of the 1952-2002 50C and they all had this.

When master die doubling occurs, it happens very early in the die making process when the master hub is pressed against a blank master die usually twice or more, with the second or third hubbing impression being slightly rotated, tilted, or offset.

The doubling then passes on to all of the working hubs, and then onto the working dies, resulting in every coin struck featuring Master Die Doubling.
