No idea either. Judging by the second pic there's probably a multiple strike in there, possibly combined with some kind of overstrike; we'd probably need something with a lot more detail to even start to untangle all of that.

19 mm and 9 grams is something quite thick, at least by non-Indian standards; I checked all the coppers of vaguely similar size and weight on Numista and didn't find anything plausible, though I couldn't fully rule out a few Indian options. Maybe I'll try to check Zeno later.

OK, this is silly, but maybe we need to try to remove the second strike to figure out what that symbol was. Maybe rotate it as well.

So I put that image I made in Photoshop by filling in some over strikes portions into Google lens. And this result came up. The image below is of a full Dam and a half Dam. Yours seems to match the half Dam better for weight. Not sure if this is the right track, or how Google lens does this exactly. Just thought I'd share its findings. Of course yours seems very round which would perhaps make this less a chance to be correct.

Mughal, Shah Jahan (AH 1037-1068, 1628-1658 AD), Set of 2 Coins, Copper Dam, 20.44 gms, 22.40 mm, Bairat Mint, AH 1039, Copper 1/2 Dam, 9.93 gms, 17.86 mm, KM # 206.2 & 204.3, very fine, very scarce.
