I have a silver certificate in almost identical condition as this one. I brought it with me the last time I visited the US, hoping to repatriate it, but everyone I tried to give it to as a dollar was convinced that I should keep it since "it's surely worth more than a dollar".
Unfortunately, the US government has reneged on its promise to give you an actual silver dollar in exchange for it. So, technically, it's only worth a dollar. The note is too badly damaged to be considered fit for re-issue, but the banks would still accept it.
