Only the keys seem to have a great difference in pricing. I picked up common date AU58 to MS63 for close to the same price and pick the ones that look better and then work the price.

Yeah, the keys are insanely priced compared to the common Morgan dollars. It makes the Date Set very lopsided in terms of quality and cost.

I think I found a workable solution: I can do the 1878-1889 Morgan dollars in AU/MS condition, the 1890-1899 Morgan dollar in circulated condition with a nice cameo, and then the 1900-1921 Morgan dollars in AU/MS condition again. What do you think?

I like your idea but I've been able to find almost all the Morgan's except the 93/95 in AU/MS. I would give up on ebay and look at Allen's or other online dealer only. I think you can get better prices.

Five new Morgan dollars for the first page of my Dansco Album: 1) New Orleans, 1883.  2) New Orleans, 1884.  3) New Orleans, 1885,  4) New Orleans, 1886.  5) Philadephia, 1887,

I am implementing this idea right now. Therefore, the first and last page of my Dansco Album consists of AU-MS coins, while the second page (1889-1899) contains Morgan dollars with circulation cameo. So far, the album looks pretty good actually.
