IMO, kinda has a tapered planchet look to it. As John1 requested, weight?

There's nothing going "on" with the obverse. Just PMD.

Noticed that it appears thinner than the others so I took a couple edge pics. The one on the right is the one in question. I don't have a caliper.

With the weight being so low, I'm going to say struck on a thin planchet. That would explain the weak strike on both sides. Never seen a die chip in that location. Nice.
