1964 Possible Struck Through Or PMD?

I have read Struck through "Die fill" and "grease" and I feel as this would not fall under either of those categories. So Looking for more opinions and what you guys think. Another coin was in contact with this coin's reverse for some time for whatever reason. Maybe in a cup holder?
