FAKED. A true off center strike would have an opposing Rim Fin. PMD, a spender.

I would be inclined to say it was saddle struck. But then, there is that third obverse showing up to the north, so not even sure there's a term for a triple-struck-in-place error. Maybe call it a simultaneous triple strike.
