I did look up the definition of numeral, as I was going to ask that, but it said, a figure, symbol, or group of figures or symbols denoting a number.
So I didn't want to confuse you, as there is a symbol in the denomination.

I'll guess Netherlands East Indies 1/4 gulden 1945-S.
