Maybe a metallurgist can explain what was wrong with some of the bronze planchets used in 1920.

That pale discolouration is in the metal of the coin. They are not stains.

Yes, Errors is correct. The basic issue is improper alloy mixing - akin to "woodies". Environmental factors make it more apparent.
Check them closely for laminations.

It has been suggested that the high numbers of these in the early 1920s was because the mint was using brass salvage shell cases left over from WW1 in the mix.
