Found this the other day, (top coin), and limited research suggests that it may be a mule.
Can any throw some advise my way to confirm or deny.

I don't see this as a mule. This is quite commonly seen in 1985 dollar.

If you're talking about the black circles just inside the rim, it has something to do with the quality of the planchets they used back in 1984/85. As gxseries said they are very common.

A mule is when obverse and reverse dies of different coins are accidentally used on the same coin. I don't see that here.
