Whatever it grades, a beautiful coin!
I'm pretty unsure to grade this by pics. I also could not tell about Victoria's brow, and whether that's strike or wear.

Once you get to 60 there should be no wear, and from then on up you are just counting bag marks, usually those in the fields. From then on, some TPG's take in luster and strength of the original strike; others don't. The highest points of the relief on the Obverse are the eyebrow, the loop of hair over the ear, the upper & lower parts of the bun, and 2 places on the crown/tiara that are too hard to describe. It's hard to tell from any photo; you need the coin in hand, but I think that I see just the faintest hint of circulation or maybe drawer wear on the Obverse. I'd go AU-58 without it in hand, but it may be UNC and so then no more than 62 due to the marks.

I need a clearer picture of the obverse to give a grade (not that I'm any expert either but I do my best).
