Well it sure does look like a "Cut off" coin - but not in an error kind of way.

It's not a clipped planchet. Most likely it was worked over with a grinder.

Why is the color different on the cut off side? The copper is at the bottom and the silver is at the top? Again, it's not smooth where the cut it. It's ridged.

Not an error coin, it is damage.
Someone has probably tried to make it look like an planchet error.
The quarter is made of a copper core with a nickel and
copper cladding. That is what you see on the side.

Metal moves or "bleeds" in the direction of the cut.
