At first I would say it was a flaw in the planchet but as I thought about it I am leaning towards a cracked die - it just looks like that is the most plausible explanation. But I am far from knowledgeable on the topic.

Agree with lamination issue.
A die crack would not run into the rim like you see on this coin.
