1973 pennies are neither clad nor plated.
Looks like some sort of foreign substance
"Dipping" is not considered cleaning...

Looks more like a spot of something corrosive eating through the patina making the copper shine. Or something like glue was peeled off of it.

Can't be missing the clad, it is 95% copper.
Whatever the cause, it is damage.
