Hard to pin down exactly but looks a little bit like this Joseph Duncan and Co. token:

Haven't seen one like it. Interesting that all of the figure 1s are inverted.

All of the markings are incuse. It looks home-made.

What is the width and weight ? Is the lettering incuse or raised ? Could it be a cleaned brass coin weight ?

It has a diameter of 27mm and weighs 4.57 grams. The lettering is incused.
