Tough call but I'd say MS.

There are a few bag marks on the cheek and neck

I am not suggesting this is an impaired specimen. But this coin looks very odd to me. It does not look like a typical 1948 MS coin...an at one point I had a dozen bought by my aunt. I am wondering if a specimen die was used to make a few coins. But the whole thing is weird. The mintage is 18000 coins. So they were done in say 1 or 2 days? Did they really switch dies?

Or did they do specimens and then switched and one got mixed into a bag by mistake?

Yes, I believe specimen dies were sometimes used to strike circulation coins once all the specimen coins were minted (like the 1947 dot dollar).

But its highly unlikely a specimen would end up in a circulation strike bin/bag

I've seen it, it is a business strike, but specially produced and handled by a mint employee..it is nowhere near the proof finish that we see on KGVI specimens, but the strike is exquisite and the careful handling and production is reminiscent of what would have been employed when making a specimen..in many ways you could argue it falls somewhere in the prooflike strike category...very cool and very special coin. If Mr Belzberg happens upon this post I suspect he would have some commentary or light to shed for us, as I am pretty sure the 48 MS66 he had and the one posted there came from the same place..

Almost looks identical to the one that sold in 2015
the sale the day after the Landon collection .
It was purchased by a prominent BC dealer .
It was , shall we say quite a Gem!
