Love how striking this dime looks especially when compared to "regular" shiny coins. I heard that water damage can cause this type of oxidation. Is that likely what happened here?

Could be water or some other environmental/chemical damage.

Yes, post-strike environmental damage--likely of a mild, caustic nature. Coin may have spent time in a fountain.

Toning from environmental exposure. If left in circulation, over time it might acquire a circulation cameo.
