You can see the striations all the way across the coin that are running parallel to each other, there just happens to be a stronger one in the center. Pretty sure this is just from a crappy planchet, I see them all the time across many years of shield cents. Will Brooks did a study on this, but I cannot find it and the Lincoln Cent Forum will not load right now, I think that's where it's at. If I find anything I will report back.
I never did find a link to the study I spoke of but did run across a similar example today, as I said, I see these quite often. I still think it's just an issue with crappy planchets. A few pics of a 2019P LSC.
