Back in June I ordered some .999 bullion coins from the (UK)
Royal Mint. Total came out to just under $200 CDN. Keep in mind that .999 bullion is GST and PST exempt.
I received the order in early July. Alone with the order was a CBSA Custom's form, saying that I owed GST + PST + Handling Fee. All came out to $38
I filed for a refund, enclosing a copy of my order and the product pages for what I ordered.
And waited .... And waited ... And waited.
Got back another letter from CBSA, asking for more info - an email from the sender with the tracking number for the order. Got that info from my
Royal Mint account and mailed it back off the CBSA.
And waited .... And waited ... And waited...
Called them last week for a status update. Got a message back saying my refund has been approved and a cheque will be in the mail shortly.
Got the cheque yesterday - a whopping $38.

Point is - persistence paid off. But how much time and effort and money did CBSA spend trying to collect that $38? Probably a whole lot more than the $9.95 handling fee, which was included in the refund.
BTW, here's what was ordered.
