It looks like the area around the date, and above, was firmly gripped in a vice while some sort of circular cutting tool was used on the opposite side.

Hard to know exactly, but that is all mechanical damage--sorry but it didn't leave the mint looking like this.

Probably never know exactly what happened because it is damage.
The only thing that matters is that it didn't happen when the coin was struck.
