Strange Dominican Peso? (Id: Modern Fantasy Of St Gallen Shooting Medal And Domincan Peso)

The reverse is the standard reverse for a 1974 Dominican peso, the obverse looks like a 1874 Swiss shooting medal. the diameter is correct for a peso (38mm) but the weight is light (24.7g). When I was on a tour of China a few years ago the tour guide would stop at various stores and I saw lots of fantasy coins. I remember one that had a 1986 reverse showing Prince Andrew and Sarah Ferguson (from a Turks & Caicos Islands crown or similar) paired with a Queen Victoria obverse! Usually it's a nickel-brass alloy, and usually it turns out slightly yellowish when photographed.
