I think Spiel Marke since it's about the same size and weight (22mm, 3.6g) as other counters I have seen.

I was cleaning my desk and ran across this again and since there was a question about it being vintage or a modern Chinese copy I did another search and discovered this is actually listed in the Rulau-Fuld American Game Counters book as ARG-2 R7.
