Nummus Licinius II IOVI CONSERVATORI; Cyzicus. Licinius I (308-324) ?

Definitely Licinius II. I can't make out the mint mark though.

Yes, it is Licinius II

Licinius II
A.D. 321-324
DN VAL LICIN LICINIVS NOB C; helmeted and cuirassed bust left, spear across right shoulder, shield on left arm.
IOVI CONS-ERVATORI; Jupiter standing l., chlamys across l. shoulder, leaning on eagle tipped-sceptre and holding Victory on globe in r. hand; eagle with wreath to l. on ground; to r., captive; in right field an X over II and an episemon.
in exergue (mintmark) SM?gamma

I am not sure of the mintmark though. SM is SACRA MONETA "sacred money" from the mint of ?. Options are SMN from Nicomedia, SMH from Heraclea and SMK from Cyzicus. It looks more like an H to me. The last bit gamma, is the workshop


On the reverse in the left field is X over II and a symbol."The last sign is clearly an episemon, epigraphically employed for S(emis) also." (RIC VII p. 12) Semis literally means half, and the semis coin was valued at half an as. The IOVI coins were issued as part of a coin reform by Licinius in his territories (mints of Heraclea, Nicomedia, Cyzicus, Antioch, and Alexandria) and were reduced in value from 25 to 12 and a half.
