Haiti 1973 Mint Sets Struck At Royal Canadian Mint - Real Or Fake?

While doing some research on the 1973 Haiti 50 Gourde "Mermaid" coin (KM# 104), https://en.numista.com/19328
I ran across two examples of 1973 (supposedly official) mint sets which would have been struck at the Royal Canadian Mint.

The coins in the first set look exactly like the normal (not in sets) proofs, note especially the .925 hallmark below and left of the Hatian arms:

The coins in this second set are all lacking the hallmarks:

I only ran across this because I saw one of these 50 Gourdes coins without a hallmark for sale on ebay (no, I wasn;t shopping, just doing research). I messaged the seller to say I did not think the coin was authentic, and the response was to say that the coins in sets did not have the hallmark, and they provided a link to the Nummus auction listing shown above. Didn't make sense to me, but the auction photo at least was consistent.

Thoughts?

The top set are proof coins with the hallmark.
The second set are BU coins. Possibly they did not put a hallmark on the BU coins.
