From the ebay listing: "Though visually damaged and rendered unredeemable (each note is missing more than 50% of its surface)..." -- looks like the stack has the center removed to make room for the dye pack"

It's just like one of those books that are actually hollowed-out "book safes" that have had the insides cut out so you can hide your treasures (or a bottle of liquor) inside it. And just like one of those books, you can't actually use it as a book any more, because it's been gutted.

The original trap would have had a couple of undamaged $20 notes on the top and bottom of the stack, to make it look like a normal bundle of notes; those undamaged twenties would have been removed in order to disarm the trap. So there's no actual intact $20 notes left in this object.
