Found this in a bulk lot of world coins:

Broken-Hill-Silver-Medal---Rally-Round-The-Hill

Founded in 1883, Broken Hill is Australia's oldest mining town.

From what info I could find on this thing, it commemorates a gathering that took place in Broken Hill in October 1993, which brought people together to discuss issues related to deafness and hearing impairment.

i.e. People were rallying around the Broken Hill community as opposed to a motorsport rally around 'the Hill'.

Same size and weight as a shilling (but holed and 999 Ag)

I have a small silver medal dated 1990, using the same obverse, commemorating the opening of the "Broken Hill Mint" - obviously a local private enterprise, which judging by the OP's medal must have lasted at least until 1993.
