As far as I know, that is correct.
If you walk into a store with a $100 FRN to pay for a pack of gum, they can make you leave the gum on the counter and walk away.
If they refuse it when you settle the debt (where no stipulation of acceptable payment was made), then they have no standing in court when they try to claim that debt.
