I didn't know much about West Point coins, so I was curious about a few things. First, I cannot find mintages broken out for proof vs. reverse proof vs. business strike 2019-W 1¢. Second, what is the value of this coin? I see certified PF69 coins sold for $25, I see raw specimens sold for $15-45. What gives? Third, is this cloudiness on the obverse right field normal toning, or is it a surface issue? It was unfazed by an overnight soak in pure acetone. An uncirculated 2019-W cent came with the Uncirculated Mint Sets. Mintage numbers for these should match those of the respective sets. The reverse appears to be a little stained (white residue) by the mints processing fluids. ALWAYS use distilled water as the first step to conservation. Lincoln Cent Lover!
