It helps to give more information, like the size in mm, and the weight if possible.

Seconded on (17)60, and that's definitely an Elizabeth monogram, which would match the date.

I think this is more likely Ekaterinburg mint: https://en.numista.com/19794
But the image isn't clear enough to tell for sure whether it has a mintmark or not.
