Good afternoon everyone. I would like to know if this was caused by a worn out die or is this some sort of PMD? Thank you for your time.

PMD. Looks like it was eroded by acid.

Doesn't really matter what caused it, it didn't happen when the coin was struck so it is PMD.

Looks heavily wire wheeled to me, probably with an angle grinder or something similar.
