Appears to just be bad environment damage. Maybe buried or outside at one point?

I can see the cladding shine through in some points - so the cladding is there, just heavily corroded.
an accurate weight will tell the tale though.

I've found similar coins when metal detecting. If someone loses two or more coins together in a purse or pocket spill, it's quite common for one coin to be protected by another, or by something else in the purse. So you may find a coin with one side almost untouched and severe environmental damage on the other.
