The writing is similar to the Janet on this vill. Is this an error? I looked at it under the microscope and it does mimic the same signature

I'm not sure why you might think this would be an "error". The far more probable explanation is that it's just somebody signing the note by hand, long after the note was printed.

It is only an error if it happens when the banknote was printed.
That would have to have happened afterwards so technically it is damage.

Further, the people who officially sign banknotes are familiar enough with the law to know they're not supposed to go around hand-signing them after they're printed, so the signature won't be Janet Yellen. The first letter of the first name looks the same, but that's about it. The name looks more like "Jonny Scott" or some such.
