It is indeed "German States", though it proved harder to track down than I thought. It is from the County of Rietberg, a 1 mattier (half-mariengroschen) of 1706.
The picture of the type on the NGC database page isn't that great, but it's good enough to confirm the identity.

I knew that a "mattier" was a German states denomination but a pretty scarce one; after several false starts, I searched for "mattier coin 1706", and the second result was [the Dutch-language version of] this MA Shops entry.
It turns out that the mintmaster initials are not KLO but HLO (for Heinrich Lorenz Odendahl), which explains why the initial searches didn't work!
