This is the type of error you need to see in hand to verify. Otherwise you will need to get it graded to confirm that it is a real error and not just done by someone.

Even if this is an error, I don't think that there would be a great enough numismatic premium to justify certification.
Inordinately fascinated by bits of metal with strange markings and figures
