Age might be a factor at about 10 years old.
It sort of looks like that foam double stick tape, but the foam is more like a gummy substance. Kind of weird stuff.

All of the ones I bought WAY back in the day had the same issue. I forget exactly what I did to fix them, but there are other threads on CCF regarding this exact issue.

At this point it was tough to get the bill out of the glue. So with the tiny weight of the bill, I know I could tap the holder forever and that bill wasn't going anywhere. So I think I did the only thing that would actually fix it.
Given the experience I have now, I think I could do it now without creating any damage at all. With the caveat that it would still take a certain amount of luck.
