There was a time where I had assembled the #1 PCGS lowball Walker set, all from raw coins that I had certified.

So, I have a lot of experience judging these and I say it would grade AG03 assuming the date can be read.

For reference - here is my PCGS FR02 example.

For-Grading,1916-S-Walling-Liberty-Half-Dollar-In-Bad-Condition,-Have-Fun.
