Please forgive the less than ideal images of this coin--I tried, but the Japanese 5 sen coin, the equivalent to the US Half Dime, is tiny.

It does appear to be a nice coin so I will say a 66 or 67 only because the M9 is much more common in these grades than 65's.

Really? These are more common in higher gem grades? This really seems to be a wonderful date for type collectors like me :)

We only had one guess this time, but alas, it was spot on! PCGS calls this one MS(67). I now have all 8 denominations (that are not gold) of Meiji Dragon coins--and this one is my highest graded one yet! I'm actually happy this date is quite common in this grade--it kept this super nice type coin affordable.
