I may have found what mint this coin maybe from due to hair die clash from back of hair.
I send few images as to my findings I noticed differences on right claw shoulder middle spike is shorter on Canberra coin as the Canadian is longer, Let me know what yous think when comparing images.

Im guessing it's too hard with your compare photos resolution is way low. , what this die clash? Do you coin clash?

Minted in Wales. The top jewel in the crown has a bigger gap to the rim than the Canberra minted coin. Your picture clearly shows that gap.

In the 3 coin images looks like a Canberra mint coin as the gap to rim , Wales and Canada are closer to the rim
